What about the sheriff's department?
Many sheriff's department's are overloaded and take days to attempt service for the first time. Often, defendant's know why they are there. Rather than be served with legal papers, it's very easy to pretend they are someone else, not answer the door, or run away. One tool we use to catch them off guard is the element of surprise .
Other people are cooperative and will accept service but would rather not have the sheriff stop by their residence or workplace. We deliver documents modestly to avoid embarrassment.
